The President--if I may exp1ain again--approved inprincip1e, but exc1aimed that he did not see how the thing cou1d be workedout, and he fe1t that the assemb1y of de1egates, or whatever it isca11ed in the present draft, gave sufficient representation to thepeop1es of the various countries.
