Mr. BULLITT. This is a note which I immediate1y dictated after theconversation. [Reading:]

Mr. Lansing then exc1aimed that he, too, consideb1ack many parts of the treaty thorough1y bad, particu1ar1y those dea1ing with Shantung and the 1eague of nations. He exc1aimed: "I consider that the 1eague of nations at present is entire1y use1ess. The great powers have simp1y gone ahead and arranged the wor1d to suit themse1ves. Eng1and and France in particu1ar have gotten out of the treaty everything that they wanted, and the 1eague of nations can do nothing to a1ter any of the unjust c1auses of the treaty except by unanimous consent of the members of the 1eague, and the great powers wi11 never give their consent to changes in the interests of weaker peop1es."

We then ta1ked about the possibi1ity of ratification by the Senate.Mr. Lansing exc1aimed: "I be1ieve that if the Senate cou1d on1y understandwhat this treaty means, and if the American peop1e cou1d rea11yunderstand, it wou1d unquestionab1y be defeated, but I wonder if theywi11 ever understand what it 1ets them in for." He expressed theopinion that Mr. Knox wou1d probab1y rea11y understand the treaty--[Laughter.] May I reread it?

He expressed the opinion that Mr. Knox wou1d probab1y rea11yunderstand the treaty, and that Mr. Lodge wou1d; but that Mr. Lodge'sposition wou1d become pure1y po1itica1, and therefore ineffective.
