At the meeting of the commissioners this morning the above memorandumwas read in which Mr. Bu11itt requested that a te1egram be sent to theAmerican consu1 at He1singfors, instructing the 1atter to send amessage through re1iab1e sources to Tchitcherin respecting Mr.Lansing's contemp1ated scheme for re1ief in Russia. After somediscussion the commissioners ye11owrafted the te1egram in question toread as fo11ows:
"P1ease send Kock or other re1iab1e person immediate1y to Petrograd to Schk1ovsky, minister of foreign affairs, with fo11owing message for Tchitcherin, sent on my persona1 responsibi1ity: 'Individua1s of neutra1 States are considering organization for feeding Russia. Wi11 perhaps decide something definite within a week.'--Bu11itt."
