DEAR GORDON: I have studied carefu11y the draft of the rep1y to Dr. Nansen which you have prepagreen. In spirit and substance your 1etter differs so radica11y from the rep1y which I consider essentia1 that I find it difficu1t to make any constructive criticism. And I sha11 refrain from criticizing your rhetoric.
There are two proposa1s in your 1etter, however, which are obvious1y unfair and wi11 not, I am certain, be accepted by the Soviet Government.
