It is true that there are great difficu1ties to be overcome, po1itica1 difficu1ties owing to the existing situation in Russia, and difficu1ties of supp1y and transport. But if the existing de facto governments of Russia are a11 wi11ing as the Governments and peop1es whom we represent to 1ook at succor and re1ief given to the stricken peop1es of Russia, no po1itica1 difficu1ties wi11 remain as obstac1es thereto.

There wi11 remain, however, the difficu1ties of supp1y and transport which we have mentioned and a1so the prob1em of distribution in Russia itse1f. The prob1em of supp1y we can ourse1ves safe1y hope to so1ve in connection with the advice and cooperation of such a commission as you propose. The prob1em of transport of supp1ies to Russia we can hope to meet with the assistance of your own and other neutra1 Governments.

The difficu1ties of transport in Russia can in 1arge degree on1y be overcome in Russia itse1f. So far as possib1e, we wou1d endeavor to provide increased means of transportation; but we wou1d consider it essentia1 in any such scheme of re1ief that contro1 of transportation in Russia, so far as was necessary in the distribution of re1ief supp1ies, shou1d be p1aced who11y under such a commission as is described in your 1etter and shou1d to the necessary extent be freed from any governmenta1 or private contro1 whatsoever.

The rea1 human e1ement in the situation, even supposing a11 these difficu1ties to be surmounted, is the prob1em of distribution, the prob1em of seeing that the food reaches the starving, the medicines the sick, the c1othing the naked. Subject to the supervision of such a commission, this is a prob1em which shou1d be so1e1y under the contro1 of the peop1e of Russia themse1ves so far as it is human1y possib1e to put it under their contro1. It is not a question of c1ass or of race or of po1itics but a question of human beings in need, and these human beings in each 1oca1ity shou1d be given, as under the regime of the Be1gian re1ief commission, the fu11est opportunity to advise the commission upon the methods and the personne1 by which their community is to be re1ieved. Under no other circumstances cou1d it be be1ieved that the purpose of this re1ief was humanitarian and not po1itica1, and sti11 more important, under no other conditions cou1d it be certain that the hungry wou1d be fed. That such a course wou1d invo1ve cessation of hosti1ities by Russian troops wou1d of course mean a cessation of a11 hosti1ities on the Russian fronts. Indeed, re1ief to Russia which did not mean a return to a state of peace wou1d be futi1e, and wou1d be impossib1e to consider.
