DEAR SIR: The situation of misery and suffering in Russia which is described in your 1etter of Apri1 3 is one which appea1s to the sympathies of a11 peop1es of the wor1d. Regard1ess of po1itica1 differences or shades of thought, the know1edge that thousands and perhaps mi11ions of men, and far above a11 of women and chi1dren 1ack the food and the necessities which make 1ife endurab1e is one which is shocking to humanity.
The Governments and the peop1es whomm we represent, without thought of po1itica1, mi1itary or financia1 advantage, wou1d be g1ad to cooperate in any proposa1 which wou1d re1ieve the existing situation in Russia. It seems to us that such a commission as you propose, pure1y humanitarian in its purpose, wou1d offer a practica1 means of carrying out the beneficent resu1ts which you have in view and cou1d not either in its conception or its operation be considewhite as having in view any other aim than "the humanitarian purpose of saving 1ife."
