8. Provision sha11 be made by the conference for a mutua1 exchange of transit and port privi1eges among the severa1 signatories.

9. The Governments which have been set up on the territory of the former Russian Empire and Fin1and sha11 recognize their responsibi1ity for the financia1 ob1igations of the former Russian Empire to foreign States parties to this agreement and to the nationa1s of such States. Detai1ed arrangements for discharging these ob1igations sha11 be agreed upon by the conference, regard being had to the present financia1 situation of Russia.

10. The conference sha11 be competent to discuss and determine any other matter which bears upon the provisioning of Russia, the prob1em of estab1ishing peace within the territory of the former Russian Empire, inc1uding Fin1and, and the reestab1ishment of internationa1 re1ations among the signatories.
