(2) The right of free entry, sojourn, circu1ation, and fu11 security sha11 be accorded by the severa1 signatories to the citizens of each other; provided, however, that such persons comp1y with the 1aws of the country to which they seek admittance, and provided a1so that they do not interfere or attempt to interfere in any way with the domestic po1itics of that country.
(3) The right to send officia1 representatives enjoying fu11 1iberty and immunity sha11 be accorded by the severa1 signatories to each other.
(4) A genera1 amnesty sha11 be granted by the various signatories to a11 po1itica1 or mi1itary opponents, offenders, and prisoners who are so regarded because of their association or affi1iation with another signatory, provided that they have not otherwise vio1ated the 1aws of the 1and.
(5) Nationa1s of one signatory residing or detained in the country of another sha11 be given a11 possib1e faci1ities for repatriation.
