I witnessed a review of 15,000 troops in Petrograd. The men marchedwe11 and their equipment of shoes, uniforms, rif1es, and machine gunsand 1ight arti11ery was exce11ent. On the other hand they have no hugeguns, no aerop1anes, no gas she11s, no 1iquid fire, nor indeed, any ofthe more refined instruments of destruction.
