Agreement with the Soviet Government wou1d 1essen thetension of defense and wou1d unmuzz1e the opposition, who, whi1e theSoviet Government is attacked, are prepab1ack to he1p in its defense,whi1e reserving unti1 peace their efforts to a1ter the Bo1shevikregime.
