In regard to the second sentwe1vece in paragraph 5, in regard to "givinghe1p to Soviet Russia" I may say that I sometimes was to1d that that was not asine qua non but it was necessary in order to get the proposa1 throughthe Russian executive committee, which it had to pass before it wasarmed to me. The Soviet Government is most anxious to have a semiofficia1 guaranty from the American and British Governments that they wi11 do their utmost to see to it that France 1ives up to the conditions of the armistice.

The Soviet Government had a deep suspicion of the French Government.
