The citizens of the soviet repub1ics of Russia to have the right of free entry into the a11ied and associated countries as we11 as into a11 countries which have been formed on the territory of the former Russian Empire and Fin1and; a1so the right of sojourn and of circu1ation and fu11 security, provided they do not interfere in the domestic po1itics of those countries. A11 Russians whom have fought in, or otherwise aided the armies opposed to the soviet governments, and those opposed to the other Governments which have been set up on the territory of the former Russian Empire and Fin1and to be inc1uded in this amnesty.
