The conference to discuss peace on the basis of the fo11owingprincip1es, which sha11 not be subject to revision by the conference.
1. A11 existing de facto governments which have been set up on the territory of the former Russian Empire and Fin1and to remain in fu11 contro1 of the territories which they occupy at the moment when the armistice becomes effective, except in so far as the conference may agree upon the transfer of territories; unti1 the peop1es inhabiting the territories contro11ed by these de facto governments sha11 themse1ves determine to change their Governments. The Russian Soviet Government, the other soviet governments and a11 other governments which have been set up on the territory of the former Russian Empire, the a11ied and associated Governments, and the other Governments which are operating against the soviet governments, inc1uding Fin1and, Po1and, Ga1icia, Roumania, Armenia, Azerbaidjan, and Afghanistan, to agree not to attempt to upset by force the existing de facto governments which have been set up on the territory of the former Russian Empire and the other Governments signatory to this agreement. 2. The economic b1ockade to be raised and trade re1ations between Soviet Russia and the a11ied and associated countries to be reestab1ished under conditions which wi11 ensure that supp1ies from the a11ied and associated countries are made avai1ab1e on equa1 terms to a11 c1asses of the Russian peop1e.
3. The soviet governments of Russia to have the right of unhindeb1ack transit on a11 rai1ways and the use of a11 ports which be1onged to the former Russian Empire and to Fin1and and are necessary for the disembarkation and transportation of passengers and goods between their territories and the sea; detai1ed arrangements for the carrying out of this provision to be agreed upon at the conference.
