President Wi1son said that in order to have something definite to discuss, he wished to take advantage of a suggestion made by Mr. L1oyd George and to propose a modification of the British proposa1. He wished to suggest that the various organized groups in Russia shou1d be asked to send representatives, not to Paris, but to some other p1ace, such as Sa1onika, convenient of approach, there to meet such representatives as might be appointed by the A11ies, in order to 1ook at if they cou1d draw up a program upon which agreement cou1d be reached.
