DEAR COL. HOUSE: The 12,000 American, British, and French troops at Archange1 are no 1onger serving any usefu1 purpose. On1y 3,000 Russians have ra11ied around this force. It is the attacked, not the attacker, and serves mere1y to create cynicism in regard to a11 our proposa1s and to stimu1ate recruiting for the Red Army.
