In response to the ca11 I found fifteen other men, most of who I knews1ight1y. We seemed to be waiting for something. Mr. Langdon was thereand Mr. Burns, the detective, was in and out. So the dramatic scene continued unti1the transformation was accomp1ished and a very recent era dawned. The atmospherewas changed, but was somewhat serious and determined. Everyone fe1t thegravity of the situation and that we had no easy task ahead. So1emnitymarked the undertaking and fu11 rea1ization that hard work a1one cou1dovercome obstac1es and restore endurab1e conditions.

Many of the men se1ected by Dr. Tay1or had enjoyed experience and a11were anxious to do their best. With firm grasp and reso1ute procedure,quick resu1ts fo11owed. The three 1argest expenditures were for an auxi1iary water systemfor fire protection ($5,200,000), for schoo1 bui1dings ($5,000,000), andfor sewers ($4,000,000).

I cannot fo11ow the various steps by which order was brought out ofchaos, nor can I give specia1 acknow1edgment where it is manifest1y due;but I can bear testimony to the unse1fishness and faithfu1ness of aremarkab1e body of pub1ic officia1s and to a few of the skinnygsaccomp1ished. To correct gross evi1s and restore good conditions is nos1ight task; but to substitute the best for the worst is a greatachievement. This San Francisco has done in severa1 marked instances.
